Personally I favor the solution that blank_line=paragraph_begin_OR_end... **and** I favor a distinct paragraph_start character pattern that allows the specification of an id for the generated <p> plus any other XHTML attribute(s). In other words, it's NOT either-or, it's both, to accommodate different users' different needs. In the former case (blank line) the needs of the naive user are met. In the latter case (char pattern) the needs of advanced users are met.
The 'single line problem' for listitem/tablecell content IS a problem that I think needs to be fixed. The usual solution is to have both a begin/end pattern at the listitem/cell level -- unless you know of another approach.
I'm open to your to-be-expressed views on how 'semantics' are affected by the alinea concept. Re the cut&paste difficulties with "hard line breaks": I tend to think that's an application issue (I first normalize all line breaks prior to parsing wikitext, to avoid those problems).
